Champion Changes
NOTE - READ THIS - IMPORTANT
No changes have been confirmed, While a good deal of this are indeed correct. There are a few that are not pulling if it is AD or AP.. and might be a little off. [Example - Varus ] Until we check these in-game, these will NOT be confirmed. Please do not complain about these changes yet.
Also keep in mind we can only diff tooltips. If some champions had bug fixes (which in return make them more powerful, we can not diff that)
UPDATE: Another patch has hit. All changes (and skins) have been reverted. These are no longer on the PBE (Riot may have had deploy issues)
Update 2: Certainlyt hits the forums to let us know why the numbers droped on lux and Diana's shields. This is due to the way shields will be working for these two champs! PS: This is why we say don't complain about changes!

These data mined "patch notes" often completely miss the boat, since they are just grabbing numbers without context into associated mechanics changes. We should probably develop a better system for communicating PBE changes to players as we put them on that environment. We just need a way of doing so without making speculative efforts seem like certainties.
The change to Diana/Lux that is on PBE for testing is that their shields have lower values, but if the second trigger is met (3 orbs broken and boomerang double hitting respectively), the shields will stack instead of renew. Volty feels this opens up new opportunities for premeditated gameplay (like stacking a monster Lux shield on your team as you engage), while making aggressive counterplay more rewarding since hitting a Lux shield with the projectile still airborne can feel like an exercise in futility.

Flame Breath [ E ] - Tooltip now says it applies "cinders" for 5 seconds instead of burns 15 % of their Armor for 4 seconds.
[RoG Note] - We will see what's up once ingame, the tooltip for cinders say it burns for damage, but not how much. Will try to find out.

Destiny [ R ] - Tooltip now says it takes 1.5 seconds
Destiny [ R ] - Cooldown increased to 180/150/120 Seconds (up from 150/135/120 Seconds)
Pick A Card [ W ] - Blue card simply says "Blue Card deals 40/60/80/100/120 (+1*AD) (+0.4*AP) magic damage and restores Mana." and now leaves out "restoring (0.4*AD)mana (65% of the base damage and totalAD, does not include AP)."
Stacked Deck [ E ] - now increases attack speed by 10/15/20/25/30 %. (up from 3/6/9/12/15 %)
Stacked Deck [ E ] - No longer reduces cooldown time

Now has 6.75 MP5 (up from 6.4)
Tiger Stance [ Q ] - Just a tooltip reword, Possible to reflect the changes we reported on
